Drone Takeover Technology Secured the 2026 World Cup

More than 20 public safety agencies across the United States, Canada, and Mexico used a radio-frequency cyber-takeover system called EnforceAir to seize control of unauthorized drones during the 2026 FIFA World Cup, guiding them to safe landings instead of jamming their signals or shooting them down. D-Fend Solutions, the system's maker, confirmed the deployment on August 6, 2026, calling it the largest coordinated non-kinetic counter-drone operation ever run around a single sporting event.


Background

The World Cup ran across 11 stadiums in three countries from June 11 through July 2026, and airspace security became a bigger operational challenge than most fans ever saw. The FBI reported seizing more than 700 unauthorized drones nationwide over the course of the tournament, using a mix of detection and mitigation tools. In Vancouver alone, police detected 745 unauthorized civilian drone flights and physically jammed 40 of them, according to Wings Magazine.

Local police departments could legally take that kind of direct action only because of a rule change earlier in the year. The SAFER SKIES Act interim rule, which took effect July 1, 2026, gave state, local, tribal, and territorial law enforcement the authority to detect, track, and disable drones without waiting for federal agents — authority that previously belonged almost exclusively to the FBI, DHS, and the Department of Defense.

That regulatory opening arrived just as the underlying technology was maturing. Motorola Solutions acquired D-Fend Solutions for $1.5 billion in June 2026, betting that counter-drone capability was shifting from a niche military tool into standard public-safety infrastructure for airports, stadiums, and power plants.


How a Cyber Takeover Differs From Jamming

RF cyber-takeover is a counter-drone method that exploits a drone's own radio protocol to assume full control of its flight commands, rather than blocking or overpowering its signal. EnforceAir identifies an unauthorized drone's control link, takes over that link, and flies the aircraft to a designated safe landing zone chosen by the operator on the ground.

Traditional RF jamming floods a drone's control and GPS frequencies with noise, which can send it into an uncontrolled "fail-safe" descent — often straight down, wherever it happens to be. Kinetic methods, like net guns or interceptor drones, physically stop the aircraft but carry a real risk of debris falling into a crowd. D-Fend markets EnforceAir specifically as non-kinetic and non-disruptive: it does not interfere with surrounding Wi-Fi, cellular service, or the GPS receivers other aircraft depend on, which matters enormously in a stadium packed with tens of thousands of phones and a live broadcast feed running overhead.

D-Fend Solutions Chairman and CEO Zohar Halachmi said the deployment was "a profound validation of the trust elite public safety agencies place in D-Fend Solutions," adding that "the unprecedented scale of the 2026 World Cup required a sophisticated, multi-layered approach to airspace safety."

Sergeant Kindu J. Franklin of the Atlanta Police Department said EnforceAir "strengthened our ability to detect and respond to unauthorized drone activity," while Jesús Alfredo Hernández Olvera, Director General of the Mexico City Police, called it "a vital, non-disruptive layer in our security architecture." D-Fend declined to release tournament-wide mitigation counts specific to EnforceAir, citing a policy of operational confidentiality intended to keep the exact security posture unknown to potential bad actors.


What This Means for Drone Pilots

A drone flying into a temporary flight restriction (TFR) around a stadium, prison, or major event is no longer just at risk of a jamming-induced crash or a police takedown call — it may simply be taken over remotely and landed at a spot the police choose, with the operator having no way to reclaim control mid-flight. That landing site is picked by whoever is running the counter-drone system, not by the pilot, and the aircraft is typically held as evidence pending investigation.

This applies broadly, not just at World Cup-scale events. Since the SAFER SKIES Act rule took effect, any trained and certified state or local agency can request the same authority for stadiums, prisons, and public gatherings nationwide — and vendors like D-Fend are actively selling that capability to police departments well beyond the tournament's 11 host cities. Pilots outside the US should expect similar systems to spread quickly: Canadian and Mexican agencies already ran EnforceAir during World Cup matches on their own soil, and non-kinetic counter-drone tech avoids many of the safety objections that slowed adoption of jamming and kinetic systems near airports and crowds. The practical takeaway is unchanged from before the tournament: check no-fly zones and active TFRs before every flight, and understand your local drone laws — a "harmless" flight near the wrong venue can now end with your drone in a police evidence locker within seconds of crossing the boundary.
